Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the considerable disarray following the US strikes on Venezuela, the capture of President Nicolás Maduro, and statements from Trump that the US will “manage” the country and “reclaim the petroleum resources”, a single fact remains evident – this establishes a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States carries a troubling legacy of interference, invasion and occupation in that part of the world, but the early hours of Saturday marked its premier large-scale offensive on South American land. “The preeminence of America in this region is now beyond dispute,” Trump proclaimed.

The choice to militarily strike another state and capture its head of state – mere days after he stated a desire for negotiations – possesses far-reaching consequences. This ought to concern everyone.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has suggested that Mr Maduro’s deputy, Delcy Rodríguez would do as the US says, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far adopted a posture of resistance – and other factions of the leadership-stricken government are far more intransigent.

The Superpower as Rogue State

A man who was elected promising to abandon foreign wars now says he is “willing to put soldiers into combat”. Rebranding the Department of Defense as the Department of War was not merely symbolic. He fails to perceive the world’s superpower as a guardian of order; he is transforming it into a rogue state.

He holds the view that the United States' strength permits it to do as it wishes with scant penalty: witness the military actions against Nigeria and Iranian installations. He claims that the oil resources of Venezuela means this latest episode “won’t cost us a penny”.

A Move Devoid of International Legitimacy

George W. Bush initiated war in Iraq on a lie. But this illegal attack came without UN resolutions of any kind or congressional approval; Democrats were not even informed and say they were deliberately deceived in briefings. Mr Trump aims not merely to stretch international norms, but to destroy them.

Disregard the signal this transmits to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid reportedly killed 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s escalating feeling of being untouchable will likely encourage additional military gambits.

The Thin Pretext and True Motives

Few believe the pretext that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has stated plainly that he is propelled by the allure of petroleum resources as well as personal bravado, the ideology of some in his administration, and the appetite for triumphalism as domestic popularity wanes.

A Muted Global Reaction and Institutional Irrelevance

The global reaction, especially in Europe, has – with notable outliers – been surprisingly subdued. That’s not a result of Mr Maduro’s sins, but fear of Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was welcome, but this episode underscores the institution’s growing irrelevance.

Mr Trump’s isolationist supporters at home could potentially force him to redirect his gaze inward – but soaring healthcare premiums, economic unhappiness and ongoing controversies make foreign conflicts more appealing.

We are not yet 12 months into his four-year term. World leaders may come to rue the day if they remain quiet at this juncture, considering the potential next target.
